Mike Humphrey

Mike worked for 28 years at the Pima County Health Department as an Administrative Services Manager, overseeing Birth and Death Records, Medical Records, Health Education, and Health Planning. He earned his MPH from the University of Arizona College of Public Health and has taught public health management as an adjunct lecturer. Currently Vice-President of the Pima County Board of Health, Mike recently led the effort to develop a public health assessment tool in collaboration with Johns Hopkins University for County Administration and the Board of Supervisors to evaluate the community health impacts of data centers and other water- and power-intensive operations, expertise he now brings to the panel.

Ed Hendel

Ed earned his M.S. in Systems Biology from Harvard University and has built a career in data science and artificial intelligence. He is the co-founder of Sky Island AI, a Tucson-based company that helps local and national businesses integrate AI. Sky Island AI built an interactive dashboard to help the public understand the range of possibilities for Project Blue's water and energy usage and economic impacts, based on the developer's claims and data center industry data. The dashboard was cited in six local media outlets and NBC National News. Their energy calculations were publicly confirmed by the electric utility, TEP.

Ed was previously a director of data science in the healthcare industry. He also serves as President of the Tucson Mountains Association, a nonprofit founded in 1934 dedicated to Sonoran Desert conservation. On the panel, Ed contributes technical expertise and civic innovation strategies to help ensure data centers and other large projects are evaluated with accountability and public access in mind.

Julie Dittmer

Julie serves as chair of the panel, coordinating communications with outside organizations and supporting the integration of panel expertise into public-facing work. She helps translate member and community concerns into policy-relevant analysis, public comments, and op-eds, with a focus on making complex scientific, technical, and economic issues accessible within legal and policy frameworks.

Julie holds a B.A. in Law from the University of Arizona. Her policy lens centers on constitutional protections—particularly the Arizona Gift Clause—and their application to development agreements and public-private partnerships. In her role, she supports the translation of member expertise into legal and policy arguments for public comment, legislative context, and civic advocacy.
